JET STREAM STEERING HYPOTHESIS
The total energy of the jet stream and its size are too large to have any direct effect. The
Eastlund hypothesis is that by heating edges of the jet stream some steering could occur.
Many of the droughts and floods in the United States occur when the jet stream remains
stationary for long periods of time.
MICROWAVE BEAM HEATERS
Various fixed or movable microwave beam heaters would be located in optimum locations
throughout the  high plains and the Midwest. The design of a system will require much
research and development. It is presented here as a hypothesis.
